However, the Collective appear reluctant to agree with the project and King William suspects this may be as the result of the involvement of Seetar, a Sanctuary Delegate, crook and traitor, who was also behind the assassination attempt on him three years ago on Shentar Two. The White Commonwealth is managing its first terraforming project of Mars, Project Genesis, but they need the cooperation of the mysterious entity, The Tower Collective.
