His long rule was marked by a number of major achievements including the codification of the laws, the recovery of the Eternal City of Rome, the building of St. Sophia in Constantinople, and the flowering of artistic and literary culture. But there were also low points: the massacre of 30,000 citizens in Constantinople in the infamous Nika riot, and the devastating consequences of the plague.
